Suzette Bather-Taylor, is the Senior Program Director, Strategic Capital initiatives. In her role Suzette is responsible for representing the Office of Diversity & Inclusion in the development, management and oversight of the Port Authority of NY & NJ’s Minority and Women-owned Business Enterprise (MWBE) goals to ensure achievement, on projects associated with the PANYNJ’s strategic Capital initiatives. Her responsibilities include, but is not limited to, collaborating with the departments and project teams in the selection of procurement methods and strategies as well as the analysis, preparation and administration of construction contracts, consultant’s agreements and project related contracts. One of her key areas of focus includes monitoring the Agency’s consultant agreement program for compliance with the Agency’s goals as well as responding to MWBE participation questions and issues and serves as the MWBE, Small, Disadvantaged, and Local Business Enterprise (SDLE) expert, and provides cradle-to-grave oversight of procurement and contract work associated with the Port Authority’s strategic capital initiatives.

Quentin Brathwaite has over 35 years of experience in various transportation program direction, project and construction management, as well as significant regional architectural and planning experiences throughout his career. Mr. Brathwaite is currently a Senior Vice President at McKissack & McKissack where he leads Strategic Engagement for THE NEW TERMINAL ONE JFK Team. Mr. Brathwaite graduated with a Bachelor of Architecture and a Master of City & Regional Planning from Cornell University and a Master of Construction Management from NYU/Polytechnic University. He is a Registered Architect in New York and a member of the American Institute of Certified Planners and a member of Certified Construction Managers.

: David Garten serves as the Senior Vice President for Infrastructure Investment and Emerging Sub-Markets at RXR Realty. Mr. Garten is responsible for a number of public-private projects at RXR, including the master development of Downtown New Rochelle, the Nassau Hub innovation District, and the Jetblue/JFK development project. Prior to joining EXR, Mr. Garten served as Chief of Staff to the Vice Chairman of the Port Authority of New York and New Jersey, as well as the Director of Federal Affairs for the New York Metropolitan Transportation Authority (MTA) and a Senior Advisor to U.S. Senator Frank R. Lautenberg (NJ) and U.S. Senator Hillary R. Clinton (NY).

George graduated from Polytechnic University – Brooklyn Campus – with a Bachelor of Science degree in Electrical Engineering and has over fifteen years of experience in aviation construction. He began his career with the Port Authority of NY & NJ working in the Construction Management Division, where he spent twelve years working on various projects at JFK, LaGuardia Airport and Jamaica Station in roles of increasing responsibilities. He began working for Delta Air Lines in February 2014 as Regional Manager overseeing Design and Construction projects at JFK, LaGuardia and Newark Liberty Airports.

George currently serves as the Deputy Program Director for Delta Air Lines $3.9B new Terminal C Program at LaGuardia Airport. He is responsible for providing support to the Program Director as well as guidance to the design and construction management teams on the execution and delivery of Delta’s complex new Terminal C program.

Tracy Sandford joined the LaGuardia Gateway Partners team in August 2016 and as Senior Director of Communications, is responsible for overseeing the communications and diversity outreach initiatives related to the historic $4B redevelopment of Terminal B at LaGuardia Airport. Sandford’s previous aviation experience includes senior marketing roles at Virgin Atlantic Airways, OpenSkies and JetBlue Airways, where she was part of the airline’s launch team. She holds a Bachelor of Science degree from Lehigh University.
