Queens Chamber Entrepreneurship Committee: Local Law 97 Panel Discussion

Local Law 97 is one of the most ambitious plans for reducing emissions in the nation. Local Law 97 was included in the Climate Mobilization Act, passed by the City Council in April 2019 as part of the Mayor's New York City Green New Deal.

Under this groundbreaking law, most buildings over 25,000 square feet will be required to meet new energy efficiency and greenhouse gas emissions limits by 2024, with stricter limits coming into effect in 2030. The goal is to reduce the emissions produced by the city's largest buildings 40 percent by 2030 and 80 percent by 2050. The law also established the Local Law 97 Advisory Board and Climate Working Groups to advise the city on how best to meet these aggressive sustainability goals.

Dr. Ryan Letts, DBA is the founder of Cleonmaye Corp. Management Consulting & R+D, located in Jamaica, Queens. Dr. Letts is an immigrant from the island of Jamaica, a US military veteran, and has experience as an architect, electrical engineer, and business specialist under contract from the US Dept. of Defense and US Small Business Administration. Using skills from his technical and academic background, Dr. Letts has expertly guided senior executives, managers, and business owners in small to medium-sized companies to successfully resolve difficult management and financial issues. The breadth of Dr. Letts experience ranges from small family-owned businesses and medium-sized firms from the food industry to innovative technology startups.

Dr. Letts specializes in using proven management theories and strategies to help executive teams align and streamline their organization internally and externally. As the president of Cleonmaye Corp., Dr. Letts has continued to assist clients at a high level by leveraging the expertise and skills learned in the Federal arena. Cleonmaye Corp. actively works with government and public organizations through Public-Private Partnerships to deliver community-based programs to expand knowledge to underserved business communities about public programs that are available to them. The work that Dr. Letts does in the community is to foster business education to empower disadvantaged business owners.

From an early age, Dr. Letts was originally a naturally gifted artist who graduated to architecture, electrical engineering, and eventually business. Education has always been a core value for Dr. Letts and it a large contributor to his approach with clients. When our clients are knowledgeable, they get the right results faster, therefore saving time and avoid costly mistakes. Photography has been a recent hobby that Dr. Letts does in his free time, some other hobbies include bike riding, nature walks, reading and watching scientific studies, and exercising.

Ian has taken an active leadership role with the LL97 team’s efforts to develop the requirements around compliance and enforcement. Most recently he has been instrumental in managing the effort to develop the technical details for the rules related to LL97. He joined the DOB in 2020 after 26 years in the private sector providing Sustainable Design consulting. He is a recognized leader in the energy efficiency and sustainable design industry with detailed experience in sustainable design, energy modeling, energy audits, commissioning, environmental awareness, and regulatory development for energy codes and green buildings. He has supported the ESG and AEC communities for years by developing and delivering training seminars related to sustainable design, energy efficiency and energy code for organizations like Harvard Graduate School of Design, NYC Department of Buildings, NYSERDA, and Urban Green Council.

Samuel Ting is a native New Yorker from the East Village with a growing interest in sustainability since adolescence. After attaining a B.A. in Earth and Environmental Science and a MS in Urban Sustainability, he worked as an energy efficiency intern and a commercial lighting auditor consultant while gaining BPI-BA and MFBA certifications in 2016 and NABCEP Photovoltaic Associate certification in 2019. Sam served as an energy efficiency advisor for the NYC Retrofit Accelerator and is currently a Senior Account Manager for the NYC Accelerator driven by a mission of making a positive contribution to our society and planet.
His passion for sustainability has fostered positive lifestyle changes regarding energy use as well as recycling, composting, and ethical food sourcing. He loves adventure travelling with his wife to experience the beauty and thrill of visiting pristine places, unique cultures, and wondrous biodiversity, which highlights the importance of preservation for future generations to come.

Mr. Politzer holds a Bachelor’s in Biology from Indiana University, a Master’s in Environmental Policy from the University of Michigan and a Master’s Degree in Environmental Engineering from Manhattan College. Mr. Politzer started his career as a New York City Public High School teacher and has served as Adjunct Professor at both New York University and the New York City Technical College. He is also a Tai Chi Teacher at the West Side YMCA where he has been teaching for 21 years. The author of numerous published articles on Green Building and Green Business, Mr. Politzer is currently writing a book called “The Green Business Survivor’s Guide.”

Matthew Swerdlow is a Capital Services Professional at Ariel Property Advisors. In this role, he is responsible for debt and equity placement, with an expertise in value add and structured financing.

Prior to joining Ariel Property Advisors, Mr. Swerdlow was an Associate Analyst at Eastern Consolidated where he supported a team of 30 investment sales brokers.

He began his career at iFunding, a leading Commercial Real Estate Crowdfunding Platform, where he was responsible for the origination, underwriting, asset management and solicitation of senior debt, mezzanine debt, preferred equity and joint venture investment opportunities to accredited investors and institutions across the country.

Mr. Swerdlow received a B.S. in Finance & Real Estate from Lehigh University and was a finalist in the Collins Family Real Estate Scholarship Competition.

He is a mentor with iMentor NYC, an organization in which mentors commit to a two-year partnership with first-generation students from historically marginalized communities to help them graduate high school, succeed in college and career and achieve their ambitions.
