Costa Constantinides represents the New York City Council’s 22nd District, which includes his native Astoria along with parts of Jackson Heights, Woodside, and East Elmhurst. He serves as chair of the Council’s Environmental Protection Committee and sits on four additional committees: Parks, Transportation, For-Hire Vehicles, and Land Use, as well as the sub-committee on Zoning and Franchises. Environmental policy has been a priority for Costa. The Council unanimously passed his bill to reduce carbon emissions 80% by 2050, now Local Law 66 of 2014. To help achieve this, Costa has sponsored additional legislation to encourage more use of solar, wind, geothermal, and biofuels.

Damian Sciano is Director of Distribution Planning at Con Edison where he oversees the company’s evolving Distributed System Implementation Plan (DSIP ) and Distributed Service Platform (DSP) designed to integrate distributed energy resources, like solar energy, into the traditional electric distribution system. Damian has over 28 years of utility experience working as a developer of cogeneration projects for Trigen Energy as well as working in power generation, strategic planning, electrical engineering and, most recently, as Senior System Operator at Con Edison’s Energy Control Center. Damian is a professional engineer in New York State and holds a doctorate degree in Electrical Engineering from NYU-Polytechnic School of Engineering and an MBA in Finance from Baruch College.

Anne Rahikainen has than 15 years of experience managing energy conservation and solar programs for non-profit institutions at a community-based organization in New Jersey. In this position, Anne worked closely with energy auditors, energy efficiency consultants, and solar contractors to implement projects. She also developed a specialized financing program for program participants. Anne holds a Master of Business Administration degree from the Johnson Graduate School of Management at Cornell and a Master of Science degree in Marketing from the University of Washington. She is an Association of Energy Engineers Certified Energy Professional.

Maria Fields leads business development efforts for JouleSmart. She is responsible for solution delivery through partnerships, including municipal and community organizations; local contractors; commercial networks; and utilities. Maria also pursues product expansions in Distributed Energy Resources (DERs) including EV charging, storage, and microgrids. Maria is a frequent speaker on market development and performance-based financing solutions for DERs. She earned an M.B.A. with high honors from Columbia University, and also holds a B.S. in Mechanical Engineering and B.F.A., both from Lehigh University.

Stephen Owen is the founder and Managing Partner of Sol Alliance as well as a Partner with Solbrana Financial. For the past 10 years, he has specialized in commercial solar projects in the Northeast with a strategic focus on NYC. His wide-ranging expertise includes owners’ representation/consulting, project coordination, creative structuring financing, and project development. Sol Alliance’s Georgetown Mews Co-Op project (1.6MW, 32 buildings in Flushing, NY) provides electricity to over 900 families, and is one of the largest solar installations in the NYC area.

Marshall Haimson is the founder and President of E-Capital Development/E-Capital Insurance Services. He has specialized in designing insurance programs for Energy and Environmental risks for over 30 years. He is currently pioneering new kinds of policies that insure the performance of renewable-energy and energy-efficiency projects, and secure the results for their owners, developers, and financiers. Marshall holds a Master’s Degree in Geology from Arizona State University and was previously an Exploration Geologist for Shell Oil Company.
