The MTA is comprised of multiple agencies – MTA New York City Transit, MTA Long Island Rail Road, MTA Metro-North Railroad, MTA Bridges and Tunnels, MTA Construction & Development, and MTA Bus Company – all managed under the auspices of MTA Headquarters (MTAHQ) and the MTA Board. Each agency has its own Procurement department for the items purchased for its unique operations. MTAHQ procures "non-core" products and services for all agencies. Non-core is defined as products and services not tied to any agency's core function. For example, a rail signal is a core product needed to run the railroad, while a copy machine is a non-core product that is required by all agencies.

Mr. Gary T. Davis has over 22 years of experience as both a project and area operations manager. Prior to joining the Metropolitan Transportation Authority, as a Training Coordinator for the agencies premier Small Business Development Program, he was employed with the New York Telephone Company where he specialized in working with larger firms. Mr. Davis was also employed with the Lockheed Martin Corporation with a focus on energy efficiency projects. Gary has a BA in Business from Bowie State University as well as an MPA from George Washington University.
