1573567200At a time when the Queens housing market features a vacancy rate below 3% and when 30% of the local population is considered "rent-burdened", the far-reaching Tenant Protection and Housing Stability Act of 2019 sent shock-waves through both the renter population and the real estate industry.
Queens Chamber Real Estate committee has assembled a panel with expertise in this area to discuss the ramifications of this legislation for the Queens housing market and for the larger Queens community, including the positive impacts and potential consequences for the development of new affordable housing . Our discussion will break through the noise of politics and industry rhetoric in order to focus on best practices for owners, the economics of operating rental housing, and what it will take to house the growing population of the City's largest and most diverse borough.

Marion Jones is a Managing Director at Ackman-Ziff, where she co-leads the New York tri-state investment sales team. In her 16 years of advisory and transactional experience, Marion has been involved in $9 billion of investment sales and capital markets transactions. As an advisor and team leader, she has led $1 billion in sales and equity transactions across New York City. In addition to transactional leadership, Marion has provided management consulting and advisory work to numerous public-sector and private real estate groups. She possesses underwriting and transactional experience across all property types – including retail, hospitality, and office – but is best recognized for her expertise in large-scale multi-family and development/re-development transactions. She possesses extensive knowledge of New York City’s numerous submarkets as well as its rent regulation and affordable housing programs.
Marion recently led the advisory and transactional assignment for the one million square foot portfolio of a major NYC non-profit. Prior to joining Ackman-Ziff, Marion played integral roles in the investment sales teams at both Eastern Consolidated and CBRE. At Eastern, she led the $236,000,000 sale of the Kings Portfolio on behalf of Urban American. At CBRE, she was involved in the $5.4 billion sale of Stuyvesant Town on behalf of MetLife.
Marion graduated with honors from Tulane University and received a Master’s degree from the University of Pennsylvania. She is a member of the Urban Land Institute, where she sits on the ULI New York management committee and serves as the Vice Chair of the Women’s Leadership Initiative. She is also a member of WX and teaches a course on affordable housing at Fordham University’s Real Estate Institute.
Mr. Marshall is responsible for executing BRP’s investment strategy including deal origination, acquisition, finance, and development. He has also led the firm’s strategic partnership initiatives including acting as the liaison to all New York City Housing and Real Property related agencies.
Prior to co-founding BRP, Mr. Marshall was a Managing Director at Musa Capital Advisors, an emerging markets private equity and financial advisory firm based in New York City. At Musa Capital, Mr. Marshall was instrumental in executing cross border transactions including the $37 million development of a mixed-use office complex and mall in Harare, Zimbabwe. Mr. Marshall also led successful investments in the Telecommunications and Financial Services sectors.
Prior to Musa Capital Advisors, Mr. Marshall was a Senior Associate at Wasserstein Perella & Co., an investment banking firm based in New York City. While at Wasserstein, Mr. Marshall was an integral member of the firm’s Telecommunications and Media, Mergers and Acquisitions practice, where he assisted in transactions exceeding $15 billion.
Mr. Marshall holds a Bachelor of Science degree in Electrical Engineering from Boston University and a Masters of Business Administration in Finance and International Business from Columbia Business School.
Co-Chair of the firm’s Administrative Law Department. Ms. Rakowski joined the firm in 1991 and became a Partner of the firm in 1999.
Ms. Rakowski practices administrative law, with concentrations in representing property owners/buyers in rent regulation, development of rent regulated property, Certificates of Non-Harassment/NYC Pilot Program, Single Room Occupancy/Hotel Stabilization, NYC Loft Law and human rights. Ms. Rakowski represents property sellers, buyers and lenders in connection with rent regulatory due diligence and affordable housing issues. She has represented owners in numerous proceedings before the New York State Division of Housing & Community Renewal, New York City Department of Housing Preservation & Development, New York City Environmental Control Board, New York City Department of Buildings, New York City Commission on Human Rights, New York State Division of Human Rights, U.S. Department of Housing and Urban Development, and the New York State Public Service Commission. She has also represented owners in litigation challenging determinations made by these agencies. Ms. Rakowski has conducted numerous anti-discrimination training sessions for clients and their staff in connection with NYC and NYS human rights compliance. She has a broad knowledge of and has advised many owners regarding their compliance with city, state and federal lead-paint regulations and HEFPA.
Ms. Rakowski is a graduate of the Benjamin N. Cardozo School of Law. She is a member of the New York Bar and is admitted to practice in the Southern and Eastern District Courts of New York.
Ms. Rakowski is a member of the Advisory Board for CHIP. She has lectured at seminars for CHIP and REBNY, as well as private organizations on issues concerning rent stabilization and rent control, anti-harassment, Anti-discrimination and ADA/Fair Housing compliance, and rent regulatory due diligence, affordable housing, Certificates of No Harassment, and NYC Pilot Program. In addition, she is a contributing columnist for Mann Report Management, and has been quoted in articles in publications such as the NY Times and the Commercial Observer. Ms. Rakowski was named as one of the top 100 women attorneys in NYC in Crain’s 2018 Inaugural List.
Ben serves as Executive Director for a non-partisan community based organization that serves 25,000 people each year with services ranging from after-school programming, to adult education, to meals-on-wheels for home-bound seniors.
He has previously served on the leadership team of several other anti-poverty non-profits and in the New York City Mayor’s Office as the Food Policy Coordinator, working to make it easier for hundreds of thousands of low-income New Yorkers to afford and access healthy food.
